Board Meeting Minutes

The Village Board of the Village of Camargo met in regular session on Monday, June 14, 2021 at the Camargo Community Building. The meeting was called to order at 7:00 pm by Village President Bart Dann. Roll call found the following trustees present: Nancy George, Jim Hardway, Jim Lansford, Gary Gilpin, Laura Miller and Jeane Breiland. Village Treasurer Shirley Badman, Village Superintendent Doug Raymer, and Village Water Superintendent Kyle Raymer were all in attendance.

Darren Clark – Maguire Iron:
Mr. Clark was present from Maguire Iron. He presented a slide show of the pictures of our water town before and after the Verizon project. He also showed what all his company can provide. This is a family owed company for the last 100 years. He also showed that the Village of Camargo was compliant in most of OSHA’s standards. He recommended removing the ladder from the fill pipe. He said it was unnecessary and would be in the way for any future sanding and/or painting.
Regarding our water tower and moving forward, his company offers several different levels of maintenance plans. These plans can be spread out over a course of ten years if requested. They cover short- and long-term maintenance. All fees are capped at 5% annual inflation, and all maintenance plans are interest free. There are no change orders (except changes regarding the curtain), and all future paint jobs on the tower would be included. The only fee not included would be the containment fees. If the Village opted to only paint the tower (fees estimated by today’s prices) it would cost anywhere from $183,000 – $216,000.
Due to the uncertainty of Villa Grove’s water plant ownership, the Board opted to NOT make any motions regarding this service / maintenance plan. We are going to hold off and see what happens with our purchased water source prior to making a commitment to Maguire. The board advised Mr. Clark that we would definitely keep his business in mind once we know for certain what will happen with our water.
Jim Crane – Douglas County Engineering:
Jim Crane was present to advise our status on the Motor Fuel Tax (MFT). He said that we need to appropriate $19,850 for this year’s MFT to be spent on road repairs, signs, salt, etc. He also stated that we should be receiving some grant money from Rebuild Illinois. This grant can be spent towards resurfacing Main Street.
Nancy George made a motion to appropriate $19,850 for general maintenance from Motor Fuel Tax. Jim Hardway seconded the motion and the motion passed unanimously.
MINUTES:
Jim Hardway and Nancy George suggested a couple of corrections be made to the minutes. Jim made a motion to accept the minutes once those corrections were made. Laura Miller seconded the motion, and the motion passed unanimously.
TREASURER’S REPORT:
Jim Lansford made a motion to accept the Treasurer’s Report. Nancy seconded the motion, and the motion passed unanimously.
NEW BUSINESS:
- Outdoor Grills for the parks: Kyle found handicapped grills: 3 grills for $667. Laura made a motion to purchase the grills for the parks, and Jim Lansford seconded the motion. The motion passed unanimously.
OLD BUSINESS
- Asphalt on Tennis Court / Basketball Court: This project is complete and it looks wonderful!
VILLAGE SUPERINTENDENT REPORT
Village Superintendent Doug Raymer reported the following:
- A couple meters were broken and needed changed out.
- George Street (Humphries) needed a new meter and his water turned on
- Myron Little cleaned up the rock pile at Taylor Haines Park
- They will work on Price’s ditch this week
- Tree fell on River Rd they had to clean up
- They mowed River Rd before we got all the rain
- The ball diamond was drugged and park prepped for ball games
- Edging South White Oak and patching the Road
- A new fridge was purchased at Menards. The majority of it was paid with rebates we had coming. It made the fridge cheaper than buying a used one in Arthur.
- Cleaned drain and culvert at Davis residence
- Went to court for subject who failed to report for community service. Subject took a plea.
- They responded to a JULIE request from Lakewood Estates to the water tower. This is for Metro to install the fiber optics.
- Tanya Kern asked Doug if he could plant grass on the boulevard to the east of their house. The Board said no.
- Water samples failed. Mark McGee is coming from Water Solutions to run some tests to see if there are issues.
VILLAGE PRESIDENT’S REPORT
- Village President Bart Dann will call Andrew Beckett to see if he has had any response from the accident where the truck hit the utility pole at the community building.
- Flags were purchased and placed down Main Street and South White Oak leading to the cemetery for Memorial Day.
- $124 was made from the concession stand this year. This all goes towards the Woolly Worm Festival.
- Per Tim Wegeng, he suggested we do not close any streets that are not specifically requested for such. If the Village ever had to install sewage, these streets would be beneficial in installing pipes. Someone asked if there was a way to make a note of such at the court house.
- The front steps of the community building will be replaced in a couple weeks.
- The survey is complete and the fence will be installed this fall.
- Fireworks will be let off behind Legacy. James Taylor is coming to inspect the area, and by October, there will not be a product shortage.
Issues brought up by Board Members:
- A complaint was made about dogs barking and neighbors driving their ATV’s after dark. All noise ordinances are not in effect until after 10 pm.
- The rebar in the poles by the parking lot at the park are sticking out of the ground. Nancy asked that these be pulled out or pushed back down. She is worried that someone will fall on them.
- A complaint was made about a citizen’s tags being expired.
With no further business to come before the Board, Village President Bart Dann called for adjournment at 9:42 pm.
