VILLAGE OF CAMARGO
REGULAR BOARD MEETING
Monday, May 12, 2025
6:00 PM
The Village Board of the Village of Camargo met in Regular Session on Monday, May 12, 2025 at the Camargo Village Hall. The meeting was called to order by Village President Bart Dann at 6:00 pm. Roll call found the following trustees present: Nancy George, Jim Lansford, Jim Hardway and Wade Lorenz. Treasurer Shirley Badman and Water Superintendent were present as well.
Public Comment:
Josh Drake was present with nothing to report.
Tim Wegeng, Village Building Inspector, was present regarding a few items:
- He issued a permit for a small home that will be built in Plum Grove.
- The garage will be built at a later date.
- The home is being built by the home owners.
- He followed up with 3C’s as there were a few items that needed to be addressed with his permit.
Oaths of Office:
Village Clerk Salisa Dann swore in Village President Bart Dann.
Village President Bart Dann then swore in Village Clerk Salisa Dann.
Village Clerk Dann then swore in Trustee Wade Lorenz.
We will swear in Trustees Jeane Breiland and Gary Gilpin at the next board meeting.
Approval of Consent Agenda:
Prior to approval, Treasurer Shirley Badman stated there was one more invoice that came in after the reports were completed: Tim Little turned in his invoice for the demolition on John Street for $6390. Nancy George made a motion to accept the consent agenda, and Wade Lorenz seconded the motion. The motion passed unanimously.
Nancy George made a motion to move to Closed Session at 6:18pm. Jim Lansford seconded the motion, and the motion passed.
Nancy George motioned to move to Open Session at 6:40pm. Jim Lansford seconded the motion, and the motion passed.
New Business:
Jim Crane, Appropriations for Motor Fuel Tax: There was no work completed in 2024. Therefore we have appropriated $48,000 for this fiscal year. Jim Hardway made a motion to approve the appropriations as presented by Mr. Crane for $48,000. Wade Lorenz seconded the motion, and the motion passed unanimously.
Approval of Jackie Athey to Bank Accounts: Jim Lansford made a motion to add Jackie Athey to all bank accounts (leaving Shirley on for now). Wade Lorenz seconded the motion, and the motion passed unanimously.
Approval of Marlaina Plank to the Woolly Worm Festival Pageant Account and Removal of Haley Sappenfield. Nancy George made a motion to replace Haley Sappenfield on the Woolly Worm Festival Pageant Account with Marlaina Plank. Jim Lansford seconded the motion, and the motion carried.
Old Business:
Discussion and Approval of Junior Trustee: There was one application returned for Junior Trustee from Eamon Reedy. Jim Hardway made a motion to accept the application and for Mr. Reedy to join the Board. Nancy George seconded the motion, and the motion passed.
Community Building Upgrades: President Dann spoke to Kim Johnson. She stated that painting the lower half of the upstairs would probably be no more than 20 hours. President Dann also stated that we can utilize community service workers to paint the portions that Kim cannot reach. We are going to use the same colors that are already there.
Discussion and Possible Approval of Ordinance Regarding Storage Containers: The Board discussed the shipping container ordinance and would like a few changes made on page 2. Wade Lorenz made a motion to adopt the Storage Unit Ordinance with the changes noted. Nancy George seconded the motion, and the motion passed unanimously. It was also stated that the two residents that already have shipping containers on their property will be grandfathered in, but no further storage containers will be allowed.
Village Superintendent’s Report: Village Superintendent and Water Superintendent Kyle Raymer reported the following:
- Oil & Chip planned for this year:
- Plum Grove
- Orchard Drive
- Neal Street
- John Street
- George Street
- Mill Street was originally slated, but has been removed from plans for this year.
- Cody Miller will haul asphalt this week for patching. He is charging the village $115.
- The circle around the park will be the first to get patched, then S White Oak and River Rd.
- They filled in the hole at the park where the old merry-go-round was. They will have to dig a new hole when they are ready for installation.
- Park clean up went well. We had 2 community service workers show up. They also cleaned up trash, brush, and trimmed bushes along River Rd and Mill St. They cleaned up trimmed trees at Taylor Haines Park as well.
- Dealt with the EPA
- There are new rules regarding sampling. It must be done daily and it takes more time.
- Illinois American placed a padlock on the new meter. No one had access to test the water there. It has been fixed.
- The chlorine levels are better.
- Samples from February:
- The EPA missed a violation.
- Kyle already knew about the violation and complied with reporting.
- The EPA suggested Kyle sent a meeting request with the EPA and IL American Water. That way both parties can be represented, and solutions can be made.
- The next sample is scheduled for Wednesday at the entry point. This will tell us what is coming into our water system from Villa Grove. The EPA is working with us to help get this situation resolved.
- The controller salesman is sending our specs to another company for a second quote.
- New JULIE locating laws go into effect January 01, 2026
- Every locate has to have an electronic notification made that the job is complete to include pictures.
- Kyle already completed the course.
- He is waiting for the system to open.
- We can only have 1 login – any extras will cost the Village.
- Any missed deadlines will result in fines and be reported to the FCC.
- He has started ordering parts for the Vine Street Project. He is planning on beginning in June or July.
- Mowing has begun.
- Completed routine maintenance.
- Fiber has been bored for T-Mobile.
- Mulch has been delivered and will be spread after ERBA is out for the summer.
President’s Report: Village President Bart Dann reported the following:
- Jens Breiland called Bart to see if he could set up a fruit stand in the Village Hall parking lot. I would be at the end of May or June in the evenings. He will have peaches and pawpaws. The Board agreed as long as any tents used will be cleaned up and put away when he is done for the evening.
- White Oak Update (hole at the grainbins): Bart spoke with Kyle and there is a broken tile next to the grain bins along White Oak. If the tile is broken all the way to the creek, that means a new tile will need to be bored under the railroad tracks. The Village would much prefer if the railroad company would pay for the repairs under their tracks. In the meantime, we will wait to hear back from them.
- Tile repair at the community building: The tile has been replaced, the dirt has been leveled out, and rock placed back over the hole.
- Flags – May 22 @ 6pm: Anyone who would like to help put flags out for Memorial Day, they will be put out on May 22 at 6pm. Any volunteers welcome.
- Bart received a complaint about the sidewalk along Mill St. The issue is that there are several driveways through there that break the side up. If the sidewalk is replaced, vehicles will be driven over the new sidewalk, and over time, the efforts will be wasted. The Village Board agreed that we should just remove the broken sidewalk and widen the road along Mill. Bart requested a quote from Limited Land Management for the removal of the sidewalk and new gravel to be brought in its place. Trustee Jim Lansford requested that a second quote be received from Tim Little. Bart will talk with Tim, and the Mill St sidewalk will be on next month’s agenda.
- There is a dead ash tree on the 411 S John property that the Village just purchased. It is leaning towards the neighbor’s storage shed. Bart has received two quotes for removal: one from Beez Trees and one from Owen Piercy. They are the same exact amount. With all the work that Beez Trees has already completed for the Village. Bart would like to share the work with Owen. For $1100 he will remove the tree and clean up the mess. This tree job will go to Owen.
- There are several log jams in the river along River Rd. Tim Little stated he would charge $150 per hour to pull them out. He is requesting ½” wire cable to pull them out. Bart contacted DNR to see if they could help in any way. They advised that they have no funding – otherwise they would have.
- The license plate reader has been installed. There was no contact from FLOCK Camera when they were coming. They didn’t notify the Sheriff’s Office either. It is installed by 3C’s, and it catches all traffic northbound and southbound on Route 130. Sheriff Chaplin will be at the June meeting with any findings from the installation.
- Nancy George has resigned her position on the Board – effective the end of the May meeting.
With no further business to come before the Board, Village President Bart Dann called for adjournment at 7:24 pm.
