VILLAGE OF CAMARGO

REGULAR BOARD MEETING

Monday, March 09, 2026

6:00 PM

 

The Village Board of the Village of Camargo met in Regular Session on Monday, March 09, 2026 at the Camargo Village Hall.  The meeting was called to order at 6:01 pm, and roll call found the following trustees present: Jim Lansford, Josh Drake, Jim Hardway, Wade Lorenz, and Gary Gilpin.  Water and Village Superintendent Kyle Raymer was also in attendance.

 

Public Comment:  

 

Logan Urbeck and Jeff and Amy Urbeck were all in attendance.  They purchased some property in Camargo and had some questions.  The property that was purchased is adjacent to the cemetery.  They are planning on building while they currently live in Lovington.  Their goal is two manufactured homes, possibly three.  Tim Wegeng was in attendance at this meeting, and he suggested that they rezone the property from Agricultural to Residential.  The Urbeck Family would like to leave a portion of the property as Ag for goats and chickens.  Their plan is also to drain and fill the pond.  They will create an entrance from White Oak.  Tim asked that they get better plans placed on paper and then return to the Board before permits would be issued.

 

Tim Wegeng: Tim granted a permit to Tyler Bickers.  He is adding on a bedroom, bathroom and garage.

 

The home owners at 106 Isaacher were previously going to install solar panels.  That project was cancelled.  Now they would like to install a 6’ privacy fence around their property.  Permission granted.

 

There was a proposed solar array for Jim Lansford.  It will be no higher than 8’.  There will be 18 panels (9 panels / 2 wide).  It will all be within ordinances.  Permission granted.

 

Tim and Arc Fellowship would like to look into installing a solar lighting system for the Camargo sign.  A good commercial one will be between $1000 – $1200.  These are specifically made for outdoor signage and they are LED.  Arc will install the lighting if the Village will purchase the materials.  The Board agreed to move forward with this project, and Tim will bring more information to the next meeting for Board approval.

 

Approval of Consent Agenda:  Josh Drake made a motion to accept the Consent Agenda, and Gary Gilpin seconded the motion.  The motion passed.

 

New Business:

 

Beez Trees Maintenance Approval:  Village President proposed a maintenance plan with Beez Trees to trim trees that are hanging over the sidewalks and could potentially be a danger to someone walking.  Kyle has a list of trees.  Jim Lansford made a motion to move forward with the tree trimming not to exceed $2500.  Wade Lorenz seconded the motion, and the motion passed.

Old Business:

 

Approval of Dead Tree Ordinance: tabled until next meeting / modifications requested

 

Village Superintendent’s Report:  Village Superintendent Kyle Raymer reported the following:

  • Leak repair from an old crimp
    • 3 meters were all connected to the main
    • Will tap and correct the issue later in the year
  • Cody fixed the tile at Lumpp’s
  • Repaired picnic tables at the park
  • Ordered new paddles to move rock back into the road due to plowing
  • DBP samples completed
  • COM2 scheduled for recycling in April
  • Ordered new water meters
  • USA Bluebook – government movement of surplus.  Kyle signed up.  They have Grasshoppers, Torro, Amazon, Club Car
  • Looking at a new sunshade for the mower – approximately $250
  • Flushing hydrant needs replaced at Patterson Springs.  Hill have to turn the neighborhood off while work is being completed.  There will be a boil order for those homes that are affected.
  • Additional testing for the Villa Grove meter: $42.70 per sample. There will be 27 samples in total from April 1 – September.  They are hoping to catch the problem.  It will be $1152.90 for all sampling to be completed.  Kyle will have to drive the samples to Springfield every month.
  • A letter was received from the EPA for the permit for the tower mixer.
  • Lead & copper samples are in June and September.
  • Villa Grove contacted Kyle about hosting ballgames.  He will get a schedule to Kyle for field maintenance and concession stand hours.
  • We are receiving a new community service worker.  He is working 6 straight weeks to get it done.
  • Jennifer Miller parks in front of her house (also in front of the community building).  The grass is gone and its all muddy.  The Board advised Kyle to replace it with rock.
  • Jim Crane called Kyle.  Lower Illinois will receive less money from Motor Fuel Tax this year.  Kyle will get Jim a plan for Camargo – guaranteeing that Mill Street will be first.

 

Village President’s Report:  Village President Bart Dann reported the following:

  • He called Conxxus.  We signed a 4 year contract with them, and we have 2 years left.  However, they were willing to bump up our speeds for the same price we are already paying.
  • Projects he would like to accomplish this spring / summer:
    • Pavilion ceiling
    • Tree removal behind the stage (its dead and broken)
    • Post for the new free library
      • Speaking of new free library: thank you Jim and Eileen Lansford for the beautiful library!

 

With no further business to come before the Board, Village President Bart Dann called for adjournment at 7:10 pm.
