VILLAGE OF CAMARGO

REGULAR BOARD MEETING

Monday, May 11, 2026

6:00 PM

 

The Village Board of the Village of Camargo met in Regular Session on Monday, May 11, 2026 at the Camargo Village Hall.  The meeting was called to order at 6:01 pm, and roll call found the following trustees present: Jim Lansford, Jim Hardway, Jeane Breiland, Wade Lorenz and Gary Gilpin.

 

Public Comment:  N/A

 

Approval of Consent Agenda: Jim Lansford made a motion to accept the consent agenda and pay bills.  Gary Gilpin seconded the motion and the motion passed.

 

New Business:

 

1. Miss Woolly Worm Pageant Account Name Change:  The current pageant director, Samantha Stevens, has resigned her position as director.  In her place will be Amber Hendricks.  The bank needs approval to remove Samantha and add Amber to their account.  Jeane Breiland made a motion to remove Samantha Stevens and add Amber Hendricks to the Miss Woolly Worm Pageant account at the Longview State Bank.  Jim Hardway seconded the motion, and the motion passed.
2. USDA Bond / Water Tower Transfer:  Treasurer Shirley Badman had a conversation with the USDA Auditor regarding the bonds on the water tower and the lines coming from Villa Grove.  Changes need to be made; therefore, Jim Lansford made the following motion:
   1. Transfer $9383.83 from Bond Surplus Account to Bond Reserve Account – close Bond Surplus Account.
   2. Transfer $1610.48 from Depreciation Account to Bond Reserve Account – close Depreciation Account.
   3. Transfer $44.445 from Water Tower Account to Bond Reserve Account – close Water Tower Account.
   4. Transfer $7000 from Water Operating/Savings Account. Pay back from Water Operating Account @ $295 / month for 2 years.
   5. Transfer $8400 from Improvement Savings Account.  Pay back from Water Operating @ $350 / month for 2 years.
   6. Transfer monthly payment of $1883.80 to Bond & Interest per amortization to meet requirements of semi-annual bond payments.

Gary Gilpin seconded the motion, and the motion passed.

1. Catch Basin at George Residence: Jim Crane, Douglas County Engineer, met with Kyle Raymer and Dave George at George’s residence.  He said we have two options regarding this catch basin:
   1. Remove it
   2. Rip rap and do not use slurry.

Dave George stated they would pay for the dig if the Village would pay for the rock.  There is an estimate from Limited Land Management in the amount of $717.50.  Jim Hardway made a motion to move forward with repairing the catch basin and splitting the costs with the Georges.  Jeane Breiland seconded the motion, and the motion passed.

Village Superintendent’s Report: Kyle Raymer, Village Superintendent reported the following:

• Base has been installed for the Merry-Go-Round
• Ball field is ready – a few games have been rained out
• Clean up days went well
• There is a yard on Vine St.  Their sump pump is now draining into the ditch and not across the sidewalk.
• DBP samples will be done on Wednesday
• Lead & Copper samples will also be done on Wednesday
• The bottles have been received for the 6 months of meter sampling (weekly)
• Verizon will be upgrading the antennas to provide 5G
• EPA has been contacted regarding the permit for the mixer
  • Waiting on MacGuire Iron
  • Information was sent to Darrin – he will work on it personally.
• Reading meters next week
• Flags go out next week for Memorial Day down Main Street
• 7 loads of compost have been hauled for village use
• Scouts cancelled camping due to the flooding at Taylor Haines Park
• Frontier is coming back to fix the landscaping from the new junction boxes
• The dead tree behind the stage has been cut down
• Beez Trees trimmed the Mulberry Tree by the community building
• Service Truck is getting new plugs and coils

 

Village President’s Report: Village President Bart Dann reporting the following:

• The EPA will be doing some research on the river water
  • Testing the water
  • Testing the habitats for bugs
• Doug Dickey thanked Bart and the Village Employees for cleaning up the gravel from the snow plows.  He was very appreciative.
• Bart had a discussion with Jim Crane regarding the excess rock from last year’s oil and chip.  Jim believed it was just excess rock.  We can spray it at our expense, but it won’t do much to help. Our best bet would be to sweep the roads and keep the rock.  Gary suggested we check into DOT certified rock for the next oil and chip job.  It might be a little more expensive, but it also might stick better.
• Next Thursday we will be out installing the little flags along the highways and village streets leading to the cemetery.  This will be Thursday afternoon for anyone that would like to assist.
• Tim Wegeng has been working with Cody Witte regarding his Eagle Scout Project.  Cody and Tim discussed making the pavilion a little bigger than originally planned.  It will be 16’x24’.  The concrete and materials will be around $10,000.  Tim would like to make it ADA compliant.  Tim has the blueprints.  ARC Fellowship will donate 2 days of labor.  Bart will talk to Ameren about power.
• Solar lights are in.  ARC Fellowship will install them.
• Deaf Child signs are in.  They will be installed as soon as they are JULIE’d.
• Douglas County Animal Control has revamped their Intergovernmental Agreement.  The Board all received copies and were asked to review it before the next meeting.  We will vote on it in June.
• The Board asked Bart to reach out to Illinois American about purchasing updates.
• Ameren talked to Kyle about the hit gas line.  They will send the bill to the contractor – if we give them the information.  If we don’t, they will send us to collections.

 

With no further business to come before the Board, President Bart Dann called for adjournment at 7:02 PM.
