VILLAGE OF CAMARGO

REGULAR BOARD MEETING

Monday, June 08, 2026

6:00 pm

 

The Village Board of the Village of Camargo met in Regular Session on Monday, June 08, 2026 at the Camargo Village Hall.  The meeting was called to order at 6:00 pm, and roll call found the following trustees present: Jim Lansford, Josh Drake, Jim Hardway, Jeane Breiland, Wade Lorenz, and Gary Gilpin.  Village Superintendent Kyle Raymer was also in attendance.

 

Public Comment:

 

Collette Wallace, North White Oak:  Mrs. Wallace was present to discuss the ongoing issues with the pond that is shared with Michael Griffin.  Mr. Griffin posted his concerns on social media and filed a complaint with the Village Clerk.  He is requesting an ordinance be put into place regarding the maintenance of ponds within Village limits.  Mr. and Mrs. Wallace have no smell and there are no dead fish in the pond.  The pictures on Facebook were from last year.  A pump and an aerator have already been purchased.  The items used last year were broken.  In fact, the pump was installed this morning, and additional fish have been placed into the pond.

 

The Board discussed the pros and cons of creating a new ordinance regarding pond maintenance.  They concluded that this should not be a Village issue, and they are not currently interested in creating a new ordinance.  This is strictly a DNR or EPA issue.  The Village is crossing into their jurisdiction…not to mention there are six or seven ponds just within the direct limits of the Village.

 

Mr. Griffin also filed a complaint wishing the Board would update the noise violations to an earlier time.  He said Mr. Wallace is mowing late into the evening and it is disturbing the peace.  The Board said no.  We already have those time limits set, and that is what we are abiding by.  The current guidelines regarding noise complaints will not be changed.

 

Jim Crane, Douglas County Engineer: Mr. Crane was present with 2026 MFT (Motor Fuel Tax) paperwork to be voted on and signed.  The Board had several things to say regarding the situation the Village was left in with last year’s rock debacle.  The Village can opt to use a larger rock, or we can use a thicker oil.  Both changes should make a positive impact on the amount of rock dust being kicked up.  With the concerns from the Board, Jim said he would go back and make some changes to the paperwork.  We will have to hold a special meeting to appropriate $25,000 for MFT.

 

Tim Wegeng, Village Building Inspector:  Mr. Wegeng was present to update the Board on the front community building doors. He is planning on working on these in July.  After doing some research, he has found that we should have emergency exit bars on the inside of the doors.  After looking at prices, it looks as though it will be around $1500.  These doors can still be locked during the school day for child safety.

 

The pavilion at Haines Park is under way.  Cody Witte (Eagle Scout Recipient) is at $10,000 in materials.  Bart will reach out for some bids for concrete.  It looks like they will start construction  in the fall – hopefully September.  The pavilion will be 16’ x 24’ and will have a handicapped entrance.

 

President Bart Dann would like a special thank you to Arc Fellowship and Tim Wegeng for donating and installing the solar lights at the Camargo Welcome Sign.  It looks wonderful!  If you haven’t driven by and seen the sign all lit up at night, it is worth the drive.

 

Approval of Consent Agenda:  Josh Drake made a motion to approve the consent agenda and pay bills.  Gary Gilpin seconded the motion, and the motion carried.

 

New Business:

 

Approval of Douglas County Animal Control Intergovernmental Agreement:  Riley Weinstock reworked the agreements and changed most of the verbiage.  Each Board member was given a copy at last month’s meeting for review.  Gary Gilpin made a motion to approve the Douglas County Animal Control Intergovernmental Agreement.  Jim Hardway seconded the motion, and the motion passed unanimously.

 

Approval of Cost of Living Increase for Village Employees:  Jim Lansford made a motion to give the Village Employees $1.00 per hour increase to be effective starting July 01, 2026.  Wade Lorenz seconded the motion, and the motion carried.

 

Tower Mixer Updates:  EPA and Maguire Iron have been going back and forth.  The pump is certified, however, the motor inside the pump is not.  There are several already installed throughout the state and being used.  As of today, Darrin said the EPA finally approved the motor.

 

Burning Ordinance: Currently, the Village does not have a burning ordinance.  We will look into modifying our current ordinance to include burning trash.

Pond Maintenance Ordinance: see above

 

Old Business: N/A

 

Closed Session: Josh Drake made a motion to move to closed session at 7:19 pm.  Jeane Breiland seconded the motion, and the motion passed.

 

Wade Lorenz made a motion to move back into open session at 7:25 pm.  Jeane Breiland seconded the motion, and the motion passed.

 

Village Superintendent’s Report: Village Superintendent Kyle Raymer reporting the following:

 

  • Merry-go-round installed
  • Ball field maintenance
  • Weekly Samples taken at the Big Meter and delivered to Springfield
  • Samples also taken – no results yet
  • EPA, more than likely, will have a meeting with Illinois American, the EPA, and Camargo regarding all of the results
  • Read meters this month on the 17th
  • Meeting on June 18th at EGA Water in Dietrich
  • June 19th is a holiday
  • Going to call JULIE again for the water lines on the Vine Street Project
  • There is a flushing hydrant at Patterson Springs that needs replaced
  • Valve at Conner’s needs replaced
  • Patching done
  • Flags on Main Street are all up and lit with lights (those that do not have a light on the pole)
  • Frontier came in and installed the guidewires.  JULIE order says poles.  Not sure if they are going to install new poles or just run new fiber from the existing poles.

 

Village President’s Report: Village President Bart Dann reported the following:

 

  • Bart received MANY compliments regarding the park.
  • Per Attorney Kenny Crossman, the condemnation paperwork has been filed
  • He received a complaint regarding a noise complaint.  There are off-road vehicles being run.  These are during non-ordinance hours.  Bart advised the complainant to speak with the homeowner and see if a compromise could be made.
  • Another complaint was received regarding a yard that wasn’t being mowed.  A call was made and it will be taken care of.
  • Bart will make more calls to the owner of the elevator.  He will again request he send someone out to clean it up.

Jeane Breiland reported that the starting balance for the Fish Fry was $1646.  The cost of the fish fry was $480, and Pam has outstanding bills in the amount of $266.36.  Jeane has bills totalling $40.  The end balance for the Fish Fry is $859.64.  Not as good as year’s past; however, the weather did not cooperate as it rained.

 

With no further business to come before the Board, President Bart Dann called for adjournment at 8:00 pm.
