VILLAGE OF CAMARGO

REGULAR BOARD MEETING

Monday, April 13, 2026

6:00 PM

 

The Village Board of the Village of Camargo met in Regular Session on Monday, April 13, 2026 at the Camargo Village Hall.  The meeting was called to order at 6:01 pm, and roll call found the following trustees present:  Jim Lansford, Josh Drake, Jeane Breiland, Wade Lorenz and Gary Gilpin.

 

Public Comment: 

 

Doug Dickey, Plum Grove:  Mr. Dickey received a letter from Illinois American Water soliciting for insurance coverage on water lines from the meter into the house.  He wanted to verify the legitimacy of the letter.  President Bart Dann verified that this is indeed a true insurance policy, and he knows several people in town that purchased the policy.  Citizens in Camargo qualify to purchase the insurance, because Camargo purchases water from Illinois American.

 

Delores Flescher, Plum Grove:  Mrs. Flescher has rock in her yard from where the snow plows pushed the snow back this winter.  Bart explained that there are several neighborhoods that have this issue.  Unfortunately, the rock didn’t seal to the roads in the fall, and when they plowed, the gravel went with the snow.  The Village employees are slowly working on getting it put back onto the roads, but it takes time.  She stated their neighborhood is covered in rock dust every time someone drives down their road.  Bart said he would call Jim Crane and see if there is anything that could be done.  Mr. Dickey stated he believed there wasn’t enough oil put down before they dropped the gravel on top of it.  Delores also stated that she landscaped around her mailbox.  The snowplows also pushed the decorative landscaping back and filled the interior with the road gravel.  Bart said he would have Wayne or Kyle look at it and see if they could remove the gravel from around her mailbox and replace the decorative stones around it.  He also stated that he called around to other municipalities, and technically, this is not a village issue.  It lies on the homeowner to clean it.  Therefore, he asked for kind consideration in giving them time to get it done.  Delores asked if she could be notified of when they will be out working at her house.  She would like to be there.  Mr. Dann could not guarantee that would happen.

 

Craig and Debra Sailor, Plum Grove:  Mr. Sailor stated he had serious issues with the fact that our water rates continue to rise, yet we are still receiving water violations from the EPA.  President Dann explained that Kyle is testing the water on a regular basis, and he is working closely with the EPA and Illinois American Water.  Illinois American is trying to get Villa Grove hooked up with the Mahomet Aquaphor.  This is a lengthy process that takes time and money, and they have only just begun.  We are all working together to get better water.  Just as an example: the EPA now allows chlorine up to 4.0.  We are coming in at 2.5 on some days.  So we are aware of the situation, and we are working on it.  On the bright side, our hard water level is only at 7 or 8, and this is good.

 

Approval of Consent Agenda:  Josh Drake made a motion to accept the consent agenda and pay the bills.  Gary Gilpin seconded the motion, and the motion passed.

 

New Business:

 

Jim Lansford Solar Project:  Mr. Tim Wegeng stated that everything is within the Village ordinance, and a permit was issued.  Josh Drake made a motion to approve the solar project on Jim Lansford’s property.  Wade Lorenz seconded the motion, and the motion passed.

 

Approval of Debit / Credit Cards:  The Village credit card was automatically shut off by the UMB Visa.  Treasurer Shirely Badman called Visa, and they could not give her a reason why.  They were no help to her and did not offer to send new cards – since these were expired.  They advised us that we would have to reapply.  After having a conversation with Longview State Bank in Villa Grove, she decided it would be much simpler if the Village just used debit cards that were connected directly to the bank accounts.  There would be one card used for General Fund purchases, and one card to be used for Water Fund purchases.  The Bank needs the Village to authorize “one signature” when using a card.  Our account still requires two signatures.  This new verbiage would only allow “one signature” when using a card, and would still require two signatures for checks.  Wade Lorenz made the following motion: For the Water Fund (#10041) and for the Operating Fund (#10272), change the withdrawal status so that only ONE signature is required for withdrawals.  In keeping with best business practices as outlined in municipal audit guidance, two signatures will still be required for drafting checks.  The Board also authorizes Kyle Raymer to have both the General Fund card and the Water Fund card. Jim Lansford seconded the motion, and the motion passed.

 

DAR Proclamation: President Bart Dann made a Proclamation to honor and inspire National Patriotism during the Semiquincentennial through DAR activities, and he commend this to all our Camargo residents (see attached prepared by DAR).  Said Proclamation was sent into motion by Gary Gilpin and seconded by Jim Lansford.  The motion and proclamation passed. Village President Bart Dann wanted to add that the VFW is hosting a celebration of the United State’s 250th at the end of June.  He is going to reach out and see if they would also be interested in setting up a booth at the Woolly Worm Festival.

 

Old Business:

 

Approval of Dead Tree Ordinance: Jim Lansford made a motion to adopt the new dead tree ordinance 2026-04132026A.  Gary Gilpin seconded the motion, and the motion passed.

 

Village Superintendent’s Report:  In Kyle’s absence, Village President Bart Dann reported the following on his behalf:

  • Base has been installed for the new merry-go-round
  • Little Free Library box is installed and there books in it ready to go
  • Election audit happened last Friday:
    • We need to add a handicapped sign
    • We need to repaint the handicapped parking spot
    • We need to grind down any rough spots where a wheel chair would catch

 

Village Building Inspector’s Report:  Tim Wegeng reported the following:

  • Permit was issued in Plum Grove for a 1 year extension.  Advise was given and received well.
  • ARC Fellowship is going to clean the Camargo sign on April 26.  He needs Kyle to turn the water on out there.  Solar lights have been ordered, and they will install them once they are received.
  • They are planning some mission work for the kids of ARC fellowship.  Their work this year will be staining the stage.  Tim would like colors picked out.  The Village quickly agreed that it should match the new pavilion.  Bart Dann provided Tim with the color samples from the pavilion.  Tim will match the stain to the samples provided.

 

Village President’s Report:  Village President Bart Dann reported the following:

 

  • The refrigerator at the concession stand is dead.  Menards has a new one on sale for $529 plus rebates.  The Board approved the purchase.
  • Bart spoke with Dave George regarding their drainage ditch.  He informed Bart that the original agreement was that the Village would keep it cleaned up and that the water would run off their property.  The catch basin is always flooded.  Cody Miller dug a trench to the north thus allowing the water to flow to the creek.  This was just a temporary solution for the water runoff.  Bart will contact Jim Crane and see what could be done.  Dave and Nancy said they would chip in for whatever solution was agreed upon.  Possible solutions would be: 
    • Dig it out and put riprap in it with slurry. 
    • Reroute the drainage to stay on the east side of the highway and run it directly in front of Valentines into the creek.  Concerns there are that the water would run too quickly, which is why they ran it under the highway to begin with.
  • Midwest Pinnacle sprayed the field last year.  We do not need to spray it again this year.  This year we will reseed the grass.
  • Beez Trees and Owen Piercy both agreed to assist homeowners that will be receiving Dead Tree Ordinances.  They will take payment plans.
  • There was damage to a water meter a few months back.  Said perpetrator had seven charges dismissed in a plea agreement and was found guilty to two misdemeanor charges, and no felony convictions.  Questions should be directed to the Douglas County State’s Attorney.
  • There will be ball games at the park this summer.  Villa Grove Rec and a Tuscola travel team will both be utilizing the field.  The concession stand will be up and running.  The first game is the April 27th.
  • There was a juvenile on a dirt bike that came from Tuscola.  He crashed behind Opal’s and was then apprehended.
  • Jennifer Franklin was approved to help with Clean Up Days and being paid $20 per hour.
  • Camy Wease turned in her paperwork for the Deaf Child signs.  
  • A complaint was received regarding Victory Church congregants that were parking on both sides of Spring Street.  A vehicle could not get through, and an emergency vehicle definitely couldn’t get through.  It was Easter Sunday.  President Dann already spoke with Pastor Duane and the issue has already been resolved.
  • The fish fry is scheduled for Friday, May 1 from 4p-7p.  Jeane will deliver tickets to each Board member’s house.

 

With no further business to come before the Board, Village President Bart Dann called for adjournment at 7:27 pm.
