VILLAGE OF CAMARGO
REGULAR BOARD MEETING
Monday, August 10, 2026
6:00 PM
The Village Board of the Village of Camargo met in Regular Session on Monday, August 10, 2026 at the Camargo Village Hall. The meeting was called to order at 6:00 pm, and roll call found the following trustees present: Jim Lansford, Josh Drake, Jim Hardway, Wade Lorenz, and Gary Gilpin. Village Superintendent Kyle Raymer was also in attendance.
Public Comment: N/A
Approval of Consent Agenda: Wade Lorenz made a motion to accept the consent agenda and pay bills. Gary Gilpin seconded the motion, and the motion passed.
New Business:
Discussion and Approval of IML Conference attendance: President Dann stated he would like for Village representatives to start attending the conference each year. This year, he asked all board members if they would like to attend. No one was interested in this year’s conference. He informed the Board that Treasurer Badman would be interested in attending; however, she already has plans that weekend. She would like to attend next year. This year, with the Board’s approval, President Dann and Clerk Dann will attend Saturday’s conference only. This would only require one hotel night. One conference reservation would be waived, because the Village is a member of the IML. Jim Lansford made a motion to approve President and Clerk Dann to attend Saturday’s IML / RMA conference. Josh Drake seconded the motion, and the motion passed.
Discussion of Property Purchase at 67 E George: Mr. Humphries, the property owner, reached out to President Dann regarding his property. He does not have the time he thought he would have in order to clean up the property and build his house. He asked if the Village would be interested in purchasing his land. The Village agreed to offer Mr. Humphries $7500 and we would tear down the shed. President Dann stated he would reach out to Mr. Humphries and report back at the next meeting.
Discussion of Football Ad: Valerie Griffin reached out to Clerk Dann about placing an ad in the football program again this year. Trustee Josh Drake made a motion to purchase an ad in the football program in the amount of $96, and Wade seconded the motion. The motion passed.
Discussion and Approval of Sound Mixer for the WWF: President Dann looked into different mixers that would have the power to reach the speakers loud enough. After speaking with Tim Wegeng, they found a mixer for $600. Trustee Hardway made a motion to order the mixer for $600 as long as the cost was split evenly with the Woolly Worm Festival Fund. Wade Lorenz seconded the motion, and the motion passed.
Village Building Inspector’s Report: Village Building Inspector Tim Wegeng reported the following – via President Dann as Mr. Wegeng was absent:
- Solar permit issued to Shirley Badman in Plum Grove (roof mount) for $300
- Solar permit issued to Melody Strubinger on Rt 130 (roof mount) for $300
- Permit in progress for Reifsteck (Vine Street). She will have a 650 sq. foot home with a north porch and a south deck. The trailer is being moved out by a reclaim organization from Rantoul. The shed on the west side of the property shall be demolished and removed.
- Thompson Park stage is repaired and stained with two coats – ARC Fellowship. All materials and labor were provided by ARC.
- Haines Park pavilion has concrete floor and roofing is proposed to be done soon. Kyle has all the preliminary grading done with rock.
- The Community Building has new front doors. They are solid and secure and now in compliance with IL State Fire Codes.
Village Superintendent’s Report: Village Superintendent Kyle Raymer reported the following:
- Tower mixer is ready for installation – still waiting
- Vine Street project has begun
- There is an unknown water line in the ditch along the top of the tile
- The main is dead center of the sidewalk
- Kyle purchased an excavator – PERSONALLY. He wanted the Board to know and have it approved that he use it on this project and others. President Dann will check with IML, but the Board sees no imminent reason why he can’t use it.
- Cleaned the property on Main and clerk Dann sent an invoice for $150
- JULIE for Ameren to disconnect gas service on Reifsteck property on Vine Street. The new home will be all electric.
- Rock hauled in last month and levelled out this month.
- Mowing and ditches all cleaned up
- Power washed the concession stand
- No oil and chip yet. Was advised it would be the 3rd week of July or the 3rd week of August.
- Sprayed easement at the elevator
- IDOT is soil boring at the bridge
- Pulled brush out of the river on River Rd
- New motor for pump is in for the water plant (Bodine)
- Routine samples happen this month
Village President’s Report: Village President Bart Dann reported the following:
- Harold Brown called regarding his farm ground on Vine Street. They can’t get their equipment in/out of the field due to Frontier’s line being too low.
- Main Street mowing complaint (see Kyle’s report)
- He is going to have the Community Building rekeyed so all the keys will match
- Limited Land Management got all the concrete work finished at River Rd
- Flock Cameras: Bart asked for a deputy to come to the meeting and advise what they are being used for. They could not attend.
- Ameren is going to fine the Village due to the broken gas line on John Street. The Village called in the JULIE as a demo. It should have been capped and removed. That wasn’t our fault that they didn’t follow through. Our problem was that the contractor was digging under our JULIE, and he should have had his own. And, there was an expiration date, which he passed. This is a new law that went into effect January 01, 2025. The Board approved to pay 30% of the fine; as part of this blame should lie with Ameren and the other part with the contractor. Jim Lansford suggested we call our attorney prior to making any deal or payments with Ameren. He also suggested that 30% be our cap, depending on the contractor’s response.
With no further business to come before the Board, President Bart Dann called for adjournment at 7:07 pm.
