Board Meeting Minutes

REGULAR SESSION

Monday, March 10, 2024

 

The Village Board of the Village of Camargo met in Regular Session of Monday, March 10, 2025 at the Camargo Village Hall.  The meeting was called to order by President Bart Dann at 6pm.  Roll call found the following trustees present: Jim Lansford, Jim Hardway (in at 6:20 pm), Jeane Breiland, Wade Lorenz, and Gary Gilpin.  Village Superintendent Kyle Raymer was also present.

 

Public Comment:  N/A

 

Approval of Consent Agenda:  Jim Lansford made a motion to accept the minutes and pay the bills.  Wade Lorenz seconded the motion, and the motion passed unanimously.

 

New Business:

 

Cody Witte: Tabled until next meeting.

 

Approval of Full Time Village Employee Hire:  Wade Lorenz made a motion to hire Wayne Beck as the new Full Time Village Employee.  Jim Lansford seconded the motion, and the motion passed unanimously.

 

Approval of Part Time Village Employee (cleaning person): Jeane Breiland made a motion to hire Kim Johnson as the new Part Time Village Employee.  Jim Lansford seconded the motion, and the motion carried.

 

Set Park Clean Up Days and Golf Cart Registration:  Park Clean up will be April 12 from 9am – 2pm, and Golf Cart Registration will be from 9am – Noon.

 

Discussion and Proposal of Ordinance Regarding Storage Containers on Residential Properties:  There was discussion regarding the containers, both in favor of and against.  Clerk Dann suggested that Board members email her the items they do NOT like about the containers, and the ordinance could be drawn up around what will not be accepted.  Permit fees and finer details will be discussed at the next meeting.

 

Discussion of Emailed Bills / Discussion of Court Money Interface:  Clerk Salisa Dann spoke with Cambridge Technologies (the water billing software company).  She was inquiring about the necessities of emailing water bills, now that we have more and more interest in online billing and online payments.  The Village does not currently have Microsoft Office with Outlook.  We would have to purchase this software, pay a one time set up fee with Cambridge, and then pay a subscription fee for Outlook.  These fees come to just under $500 for the first year.  This does not include the recurring subscription fee after year one.  While she was on the phone with Cambridge, they also explained that because we use Court Money for our online payments, there is an upgrade.  This new upgrade will allow water customers to see their current balance, water usage, payment history, etc.  There is another recurring subscription fee and a one time set up fee with Cambridge.  Year one fees come to a little over $400.  Because there are only about ⅓ of the water billing customers that currently use the online payment options, Clerk Dann did NOT feel this was fiscally responsible at this time.  The Board agreed that we would wait until there was a greater need for the electronic billing and payments.

 

Village Superintendent’s Report:Village Superintendent Kyle Raymer reported the following:

 

  • There are two trees on John Street that need to be removed.  Kyle will call Owen for a quote since we used Beez Trees on the last job.
  • Kyle took the community service guy out and cleaned up the litter on River Rd.  They filled up a 32 gallon bucket.  They started at Dodson’s and went east to River Rd and around to the Village limits.
  • Someone ran into the fire hydrant at the corner of Vine and Second St.  There was no damage to the hydrant.  Kyle advised the driver to inform their insurance company in case something came of it.

 

Village President’s Report:  Village President Bart Dann reported the following:

 

  • Laura Katterhenry:  She is tearing down the house at the end of Isaacher.  She is hoping to be done by May.  She is making great progress, and she is wonderful with communication.
  • Chandler Armagast:  The Village reworked the ditch just west of his residence.  The ditch is still wet and the culvert is plugged.  Chandler said he would pay for the line if the Village would pay for the ditchwork.  The Village agreed to reshape the ditch ONLY if he replaced the line.
  • Water Tower Maintenance:  Darrin Clark, Maguire Iron, has mentioned a maintenance program they use.  Bart is going to reach out for a meeting and new figures.
  • The former tenants of 411 S John would like some personal things off the property.  The Board said no.  They should’ve gotten it in November, and now it is an insurance liability.
  • The quick claim deed for 411 S John was finally received on Friday.  The attorney will work on it this week.
  • Mr. Loewenstein was given until March to make progress on his property.  No progress has been made.  The Board will move forward with condemning next month.

 

With no further business to come before the Board, Village President Bart Dann called for adjournment at 7:44 pm.
