Board Meeting Minutes
REGULAR SESSION
Monday, December 09, 2024
The Village Board of the Village of Camargo met in Regular Session on Monday, December 09, 2024 at the Camargo Village Hall. The meeting was called to order by President Bart Dann at 6:00 pm. Roll call found the following trustees present: Nancy George, Jim Lansford, Jim Hardway, Jeane Breiland, Wade Lorenz (in at 6:15 pm), and Gary Gilpin. Treasurer Shirley Badman and Village Superintendent Kyle Raymer were both present.
Public Comment: Georgia McBride: no business to conduct
Michael Griffin: Mr. Griffin was present at the meeting because he stated the insurance company denied the claim. He is asking the Board to reimburse him for the damages his personal property sustained from the staining of the water. President Dann said we were advised by IML/RML to remain silent and to take his concerns to our attorneys at IML/RML. Mr. Griffin demanded the Board move to take action to reimburse him. He stated that our reps at RML lied about the claim. The Board fell silent, and no motions were made. President Dann stated again that our Board would take his concerns to the attorneys and that is all we can do at this time. Mr. Griffin thanked us for our time and stormed out of the office.
Approval of Consent Agenda: Jim Hardway made a motion to accept the consent agenda, and Nancy George seconded the motion. The motion passed unanimously.
Discussion and Approval of 2025 Meeting Calendar: dates approved
Discussion and Approval of BOSS Salt Spreader: The Board discussed and approved the quote from Central Illinois Truck and Trailer for a total of $8200. Jim Lansford made the motion to approve the acquisition of the salt spreader. Jim Hardway seconded the motion and the motion passed unanimously. Nancy George stated she would still like to see the Village purchase bulk salt from the township. Ice can accumulate anytime it snows, and it would save time if we didn’t have to drive to Champaign to get it. Kyle Raymer stated it was still a possibility. We were advised we could get as much salt as was needed when we needed it.
Discussion of Board Holiday Party: Saturday, February 1, 2025 @ 6pm. This will be a potluck event with guests asked to bring a white elephant gift not to exceed $10.
Discussion and Approval of Ordinance regarding Property Purchase at 411 S John, Camargo: Nancy George made a motion to pass an ordinance to purchase the property located at 411 S John, Camargo. Gary Gilpin seconded the motion, and the motion passed unanimously.
Discussion and Approval of Ordinance of Excess regarding Property Listing at 410 S John, Camargo. Jeane Breiland made a motion to approve the ordinance with the understanding that the purchaser will have sixty (60) days to move the mobile home off of the property. Wade Lorenz seconded the motion, and the motion passed unanimously.
Discussion and Approval of Speed Limit Changes – tabled
Old Business: Tim Wegeng was present to report on the status of the new Camargo sign. The agreed upon price was $7500, and the Village Board paid Mr. Wegeng half up front. The balance due is $4250 (over by $500 due to unknown expenses). Mr. Wegeng stated that the planter box can be done at a later date. Callie Wegeng and the FFA will plan and plant as a community project; however, it will be the Village responsibility to maintain them. Mr. Wegeng went on to explain that he used pressure treated lumber and two coats of stain. This project was stained and not painted. He also stated he needed to extend a couple of thank yous to Dave Bragg for the use of his shed, Derrick Fair for the stars along the posts, Kyle and Doug Raymer and Frank Miller for all their help with installation.
Mr. Wegeng stated in other business that he still has not met with Mr. Humphrey regarding the status of his building permit. Mr. and Mrs. Reifsteck have a new home that is coming along. Mr. Molina has a permit for a garage. Mr. and Mrs. Badman are permitted for the house and have just permitted for the garage on their property.
Mr. Wegeng also thanked the Village Board for the gift card.
Village Superintendent’s Report: Superintendent Kyle Raymer reported the following:
- IXOM Quote = Everyone has a quote from IXOM. This is a future request and is much higher than Kyle was expecting. There are base prices and several additions in this quote. Kyle will speak with the Rep and the EPA this week.
- There is no quote yet, but the main control box for the water tower is going out. The screen is in the water plant and can’t be seen. This screen has been installed since 1993. The company that installs these control boxes is still in business. The Rep was expecting it to be around $25,000. This particular piece of equipment reads the water tower levels and turns the pumps off and on. The more expensive option gives more controlling options. It is custom built and custom programmed. Kyle does not want it to be connected to an app or to have Wifi access. He only wants screen access. There will be quotes to come. This is the only company we have ever used, and Kyle is unsure if there is anything else available. We might have to shop around, but this is something we have to do.
- Security on the maintenance shed has been fixed.
- Lights at the Village Hall have been replaced.
- Insulated the meters that need to be.
- Worked a couple of days to help install the new sign.
- Mowers are winterized and put away.
- New alternator and belt installed for the Kubota.
- 21 bags of salt were used for the little blast of cold weather and ice we received.
- The tiles were fixed at the Community Building and at Mr. Reed’s. Still working on Mr. Hardway’s and Vine Street.
Village President Report: Village President Bart Dann reported the following:
- John Street residents were evicted with the help of the Sheriff’s Office.
- The residents’ names are Elisha and Austin and they moved across the street.
- They were advised they could purchase the property they moved into (Powell’s).
- There is no heat or electricity.
- There is no water.
- They advised President Dann they were installing a wood stove.
- Combs and Little asked to place bids on the removal of the trailer. President Dann advised them the trailer needed to be demolished as soon as possible.
- The other property on John Street is already empty.
- It has been sold.
- The buyer is moving it to Villa Grove.
- We will have a bill of sale.
- President Dann would like to keep one lot for a park – all others can be sold for new homes.
- Fisher Athletic owns the property up to John Street and Neal Street. A future thought would be to install a sidewalk connecting the two streets.
- The approval of bids for removal will be approved at the next board meeting.
- Tim Wegeng explained R3 zoning. He also agreed that this should be a family friendly and clean neighborhood.
- Insurance coverage is already in effect for 410 S John. 411 S John will not go into effect until the property is purchased.
- A discussion was had regarding the zoning board. Jeane suggested a Review Board be constructed of non-board members. Nancy said she would ask David George if he would be interested.
- A water cooler and coffee bar has been set up. Thank you to Kyle Raymer for the donation of the Keurig. It is stocked, including some sugar free options, and everyone is welcome to use it.
- The water tasted like salt a few days ago. Bart and Kyle talked about it, and called Brian Weemer at Illinois American Water. They had a pressure switch go out. The brine and water were going straight through. It is getting better after they fixed it.
- Illinois American Water got approved for a $110 million increase across the State of Illinois. They will get us our increase as soon as possible. We will then get the information out to the residents of Camargo and all Camargo water customers. Mr. Weemer is also going to help Kyle with DBPs. Villa Grove is passing their tests, and Kyle said chlorine could affect the testing as well.
- President Dann stated he purchased a high chair to replace the old one in the community building. It was $39.
- The ambulance staff should be reaching out to Bart this week regarding the use of the community building.
- Bart stated there are still no antennae on the cell tower yet. Vertical Bridge owns the tower. They gave another $500 for an extension of their work permit. There has been no word yet on the future progress.
- Porta Potty’s are both removed from both parks.
- Tree lights are up and on.
- The EPA inspection is back:
- We passed.
- We had to purchase a second containment.
- We have to update sample sites.
- This building is on a 2” main – which is not ideal per their standards. We might have to bore under the road and attach to the 6” main. It causes more issues with DBPs when using oversized lines.
- Chuck Dorsett asked if the Fire Department had to update the 6” or 8” main if the Village would split the costs. It would reduce the rates. It would have to be engineered. We only have 6” mains on that end of town. The Board would like more information before committing to assist.
- There is a house on Main Street that is in foreclosure. If anyone is interested in purchasing it, the contact information is on the door.
- There is a green house on Main Street. The owner, Mr. Hardyman, would be interested in selling it. He is asking $30,000.
- Laura Katterhenry is currently working on her property.
With no further business to come before the Board, Village President Bart Dann called for adjournment at 7:38 pm.
